Since the device is rooted and you're using a stock ROM I strongly suggest you to use the debranding menu to disable the Sprint apps, so you will also disable the boring hands free activation app.

The SIM is not needed, you can unlock the device without a SIM inserted.

To answer your questions:

I don't suggest to use a custom ROM as those may lack needed services/apps required to unlock the device and/or to let the device work with all carriers.
My suggestion is to flash the stock ROM, root it using our instructions: then use our app to perform the unlock:
Included you will have Hotspot and tethering unlock, MSL read, debrand, Hands Free Activation removal and many other features.

About the flash PRL feature unluckily it works up to Android 5, from Marshmallow the PRL writing method changed and we weren't able to achieve it anymore :'(

About the communication the email is fine, please note that I'm italian and my time zone is GMT +2, I'm actually going to sleep right now!  :-X

You need to find and updated PRL file of your carrier (on XDA there are a few links), then download QPST, then do this:

1. Set the communication settings to "CDMA MODEM":
Dial the code ##3424#
Tap on DM + MODEM + ADB

2. Connect your phone to the PC, it will be seen as a USB modem
Open the Device Manager> Ports (COM & LPT)
Note the number of the modem port i.e. COM13

3. Open QPST Configuration
Click Add New Port ...
Input in Port and Port Label the port you previously wrote down (eg. COM13)
Select OK
In QPST you will see the phone as connected.

4. Click on the "Start Clients" tab at the top and select "Service Programming"

5. Select your phone on the list and hit OK

6. Click on "Read from Phone' in the bottom left

7. Enter your MSL when prompted and hit OK

8. Click on the "Roam" tab then click "Browse" and navigate to your PRL file. After selecting your PRL click "Write to Phone".

9. Your phone will reboot at this point and you will see a couple popups on your computer that you can just hit OK to close. Let your phone reboot and don't close QPST until it is finished writing to your phone.

10. The PRL should be written to your phone now. You can verify it by going to settings > about phone > software information > more > PRL Version. If you want to switch back to a stock Sprint PRL then all you need to do is go to settings > system updates and click Update PRL.

11. Reset the communication settings to "PDA":
Dial the code ##3424#
Tap on PDA
Tap on MTP + ADB

The device can relock if the user issue NV REBUILD or restore a partition backup saved when the device was locked.
It could also happen that Sprint locks the device back on certain situations.

Our app allows the users to unlock their devices (please note that one license is valid on a single device) multiple times, so if relock happens then the users can use the app again.

Please note that our app requires root.

Also, from the topic I read you will use Verizon that's a CDMA carrier: About CDMA carriers you should know that those use a file called PRL in order to retrieve the antennas positions, such file in your phone contains the positions of your original carrier so if you're going to use another CDMA carrier it will work, but the phone will recognize the network as roaming (it's not a problem though).

In order to fix the problem you have either to use a GSM carrier (such protocol doesn’t use the PRL file) or update the PRL with the new CDMA carrier data (this last step is very difficult to be achieved).

it is most likely due to an AT&T information spread delay, you should see such device blacklisted into all checkers anytime soon.

I'm answering you below:

a) Yes that's fine, anyway keep in mind that you have to continue paying for the device even if you unlock it because otherwise the original carrier will blacklist it for fraud.
Blacklisted means it cannot be used anymore, they IMEI is blocked, it could happens because of the above explanation or because someone reported such IMEI as stolen.
The above service will unlock the device globally, both domestic and international.

b) The J3 Emerge has a new protection, if it has been updated over a certain version our app won't be able to unlock it. Just install our app on such device, our app will notify you that's not supported if that's the case, otherwise you will be able to unlock it (root is required).

What's the carrier for which you should add the APN?

I'd need you to send me the app log from the app top right menu button, using the item "Send log file".
Be sure to be connected to a Wi-Fi.

So it's the ADD button that's grayed out, that's odd.

Have you used our app to unlock your device? If so you should also have the APN and try the ##3282# mode.

What's the carrier for which you should add the APN?
